After negotiating, Cider Skies has come to the conclusion that the tribes, spirits, BloodClan, and outsiders' applying shall be declined until each of the five main clans (ShadowClan, RiverClan, ThunderClan, WindClan, SkyClan) have a fair amount of members. This is to increase activity and such.
